Howl is a Barbarian power: the 6th of the Warcries discipline.
The barbarian screams, insults and howls. Her opponents can't concentrate enough to use their powers.

Notes
Howl can effectively be used to dizzy large groups of enemies. This may prevent enemies from using powers, however they still may attack using normal hits. Howl affects everyone within a circle of radius 6, unlike the animation which appears as an arc.
Enemies who are buffed with Divine Intervention will not be affected and their name will not show in the combat log, even if they are in the area. Additionally, the Dizzy may not affect enemies if they are buffed with Mind Blank, Unstoppable Madness, or Defensive Support.
Howl is similar to Kick and Feint in that it can be cast at any point during the attack cycle and not only during weapon attacks like most Warrior powers.
