The purpose of this NPC is for teleporting Ignis players to Vesper's Dragon Cave. Upon interaction with this NPC, players are the option to "Create Party". After a successfull gathering of 15 players, they may enter the Dragan Cave of Vesper and then proceed to kill the dragon.
This NPC is to be granted only through a Dragon Wish and will then last for 7 days after the wish is granted.
